Riverwalk HOA Board Meeting - March 6, 2012

The meeting was called to order @ 7:00pm @ the Clubhouse by Marti Cobb, President:

PRESENT: Marti Cobb, Stephenee Tapia, Leroy Johnson, Judie Sherrer and Bill Upton. Two residents were present: Loet Farkas and Beryl Sawyer.

MINUTES: A motion was made and approved to waive the reading of the minutes from February 07, 2012 HOA Board Meeting, and approve them as previously mailed.


Leroy Johnson – Current HOA Balance as of March 6, 2012 and total treasurer's report was read and distributed.

•  24 Residents currently have outstanding HOA balances that have not been completely paid (to include Riverwalk Enterprise, LLC).

•  Research on interest bearing account for reserve funds: Bank of North GA - .2% per month, Metro Bank - .25%, Douglas County Bank - .44 or .45% per month. DC Bank has the best rate and a motion was made and approved to deposit some of the reserves in a money market account.

•  Checks and Balances – Anyone purchasing items for the HOA must present a receipt in order to be reimbursed for items purchased.


Bill Upton – Ongoing complaints are still being received regarding the homeowner with the noisy bird. This homeowner is being assessed according to the covenant violation regarding noise. It was agreed that Stephenee and Bill will go and talk to the resident and/or send them a letter that invites them to present their case to the board and residents at the next Quarterly HOA Meeting.

•  Update on cutting empty lots; Bill has been in contact with Russell Tisone (Douglas County Code Enforcement), the County is working on uncut lots. We do not have a timeline as to when they will be cut; however, they are aware of our concerns with overgrown lots and fallen trees.


Judie Sherrer – Reported on behalf of the committee. No updated information at this time. A representative will have an update at the Quarterly meeting.


Bill Upton – Received a request from resident to have 4 trees removed from their backyard, which he approved.


Stephenee Tapia – A maintenance committee member has installed entrance lighting and they are working properly. Transformer box cover has not been installed yet.

•  Pool company is scheduled to come out on April 18, 2012 to start preparation for the pool opening.

•  Inventory count will be taken on pool supplies that we currently have (umbrellas, tables, chairs and other miscellaneous) and order additional supplies based on need and within the budget.

•  A Pool Manager position will be available. Job description will be provided and posted on the website. There is a checklist of duties that is located in the pool area and a job announcement will be posted. Leroy presented a list of students that he would recommend.

•  Refrigerator – It was approved at last board meeting to move forward with the purchase of a new one. The cost is approximately $448 from Home Depot to include delivery.


•  Foreclosure and Lien on vacant lots. Mr. Vansant was notified that a lien was placed on the remaining lots he owns in Riverwalk.

•  Neighborhood Watch – Information has been posted on HOA Website and currently looking for volunteers.


Marti Cobb, President:

•  2 lots are scheduled to be auctioned for taxes on the courthouse steps on the first Tuesday in April.

•  1 foreclosure in Riverwalk has been sold.

•  The Georgia State Bar will provide attorney's at Dog River Library on March 23 rd from 10:30 am to 1:00pm to answer any legal questions. It is free and open to the public..

•  Board members will be asked to read through the entire covenants, including all past revisions, to determine if changes need to be made in order to protect the interest of the homeowners association from foreclosures on vacant lots.

•  Homeowner's Directory – Will be distributed to residents currently in good standing at the HOA Quarterly meeting.
